With a view to a rapidly ageing Europe, home care provides a crucial answer to the increasing demands for care, especially from the elderly. Caritas organisations are profoundly engaged in the support of sick, disabled and vulnerable elderly people. In over twenty European countries they are directly involved in providing home care services and training. There are also at least eight European countries, where Caritas organisations are acting as donors for implementing home care in other European countries.

All donors have made important commitments to improve the effectiveness of their aid. The Caritas Europa and CIDSE report “The EU’s Footprint in the South: Does European Community development cooperation make a difference for the poor?” looks at how the largest EU donor, the European Commission, measures up. It draws upon research in Bangladesh, Zambia, Cameroon, Ethiopia, Guatemala and Nicaragua.
